no prompt in VLC to "Do not repair"

as the title says I'm not getting the "do not repair" pop up when i open the .part file in VLC so it'll play whats been loaded then stop...
I am new to this so i apologize if this is a noob question.

The only time you will get the prompt to repair the file is with .avi format. Mp4/MKV doesn't prompt and isn't needed. The reason it stopped playing is prolly cause you have slow download speed either from your ISP or the host that your using. And you simply caught up with the file give it a longer head start on downloading or just wait till it is finished.

is it normal to have download speeds of less than 100kb?

Depends on a multitude of things. Traffic to the site. What server you are connecting to. Your ISP. Your computer. The host may have changed things on their end and the script is not co-operating. And other things.
The internet interprets censorship as damage and routes around it.

That is because if the host and script would not be playing nice it would affect use-ability, not speed. Thank you for forcing me to correct myself instead of just doing so yourself (chuckle)
