i thought it was only an arrestable offense if it was made in a personal way, e-mail, phone, word of mouth etc... posted on a forums that everyone can read is more of a public and hollow offense (unless that is that they constantly harrass you and follow you to other sites and make the same threat to you)...

but i am not a professional in criminal law and only have a general knowledge of it too, so that's why i said i 'thought' it was like that...
